中国留学人才发展基金会旭·留学专项基金(The Rising Sun Fund)（简称：旭基金）是直属于中国留学人才发展基金会的一支创新型外派留学专项基金。2015年12月06日旭基金在人民大会堂正式揭牌成立，是面向全球外派高中毕业生出国留学的公益专项基金。

旭基金的主要任务是无偿为杰出的高中毕业生提供国外大学奖学金及统一管理服务。目前所确定的项目内容包括：1、“向日葵555人才选拔计划”；2、联合国内企业确立定向委培项目；3、为获得旭基金资助的出国人员提供一系列公益项目服务；4、联合社会各界力量拓展基金来源。
旭基金设管理委员会（以下简称：管委会），负责旭基金项目的具体组织、实施工作。管委会成员原则上不超过5人，由主任、副主任、秘书长和委员组成，具体负责该专项基金的日常管理和使用工作。管委会实行主任负责制。
The Rising Sun Fund of China Overseas-Educated Scholars Development Foundation
The Rising Sun Fund, established on 6th December 2015 at the Great Hall of the People, is an innovative special fund that is directly under the China Overseas-Educated Scholars Development Foundation, the aim of which is to sponsor high school graduates to study abroad on government scholarships.
China Overseas-Educated Scholars Development Foundation is a global public-raising foundation that belongs to China’s United Front Work Department., main tasks of which include supporting overseas scholars to start their own businesses, promoting international and nongovernmental exchanges, participating and promoting the implementation of the Strategy of Strengthening the Nation on Talent and serving the country’s economic and social development.
The aim of the Rising Sun Fund is to, in accordance with the related laws and policies of China, provide financial assistance to Chinese citizens willing to study abroad as well as foreign citizens willing to study in China, then to further facilitate China’s non-governmental and international exchanges.
The objectives of the Rising Sun Fund is to provide excellent high school graduates with scholarships for overseas universities as well as unified administration services. For now, the projects determined are as follows:
1.The Sunflower 555 talents plan.
2.Directionally sponsored projects with domestic enterprises.
3.Non-profit services for the subsidized students.
4.Integrating social resources to expand sources of funds.
The Rising Sun Fund will establish Management Council that main responsibility is takeing charge specific organization and implementation work of Rising Sun Fund. The Management Council principle no more than five people that members includes director, associate director, secretary-general and committee member. All of Management Council members will takes charge day to day management and work of Rising Sun Fund. The Management Council implement director responsibility system.
A management committee is established to direct the organizing and implementation of the Rising Sun Fund’s projects. The committee takes the director’s responsibility system, and consists of no more than 5 members, including the director, deputy director, secretary general and committee members, to be responsible for the routine administration and using of the funds.
